If you leave it out you should get mugged. Since when did anyone ever hear of a mugger refusing to mug someone based on their location. There is a difference between unwritten rules between players (ie: pay bunnies) and the very high levels making whole new rules to the game. Whatever level you are and in whatever city you are in, if you leave it out, and I can get there, I will mug it and so should anyone else.

	I understand that a mug = a hit and accept that as an occupational hazard. What I dont undertsand is why there should be a designated no mug city. If you are so keen on one why not make it a level 1 cityso everyone can benefit from it?
