	Honestly I think non payers are an asset to the game. They keep bunnys in check and hitmen a job and something to do when there is no war to fight.

Agreed, That has been a problem. It has been brought to the attention of many lately however and is slowly getting back to normal. All the hitmen out there need to stop hitting non payers in general (just because they have alot of ppl in the ward) and start focusing on ONLY bunnys who have paid for their services. It got to the point where trying to sell protection was like trying to sell bottled air,lol.
