	gangs whos leaders have been banned should not be able to own gang businesses because right now, any gang whos members have all been banned can still own gang businesses. This needs fixing as it is taking up a gang business spot for everyone and there is no way of taking them off of it. (gang wars dont work because you need to be in the same city to attack someone and their city is "banned" )

	not literally 500k a day, but I think like 100-200k because he owns more then one.
