well seeing as whoever wins the state lotto with all 4 numbers they win all the money. Right? well if u didnt know, that is true  .but anyways if they win all the money and the jackpot goes down to $0. Who is gonna pay 20k to try to win $0? The lotto needs to take 10-15% of the winnings and put it back into the state lotto so it always starts about 10 mil and people always have a chance to win a decent amount of money |
