	you will always get those,,the point is to get less of them,,,lots less, how many on your non payers list have rms? but it doesnt work if ALL the high level bunnies dont move,,,then your customers have to come to you,,,what are they gonna do? just hit the low level bunnies?? i dont think so

	The only real way to dodge the non-payers is stay in your highest city and be a rental only bunny.

	There is no way to stop all non payers.. it's impossible.. but sydney will cut down on alot of them
